LOVINGTON PTCO BYLAWS

I.                   ORGANIZATION NAME.  The name of this association is Lovington Parent Teacher Community Organization (PTCO).

 

II.                ORGANIZATION STATUS.  The Lovington PTCO is considered a school program because the Lovington School District manages all funds for this organization.  Funds are held in the Lovington Grade Schools Activities account; all purchases must be approved by the Grade School Principal and a PTCO Officer.  Therefore, incorporation, federal tax exempt status, EIN number, and sales tax number are not needed in the name of Lovington PTCO; utilization of the school district’s resources is permissible.  Lovington PTCO is covered under the Districts insurance policy with exception to funds mis-management which is not an issue since the district handles the funds, is audited by the district tax associate, and provides officers with financials regularly. 

 

III.             OBJECTIVES.  The Lovington PTCO actively supports Lovington school district programs, teachers, and students by working with the school to service activities, and raise funds for school programs, classroom items, school assets, find volunteers when needed, etc.

 

IV.              MEMBERSHIP.  Meetings are open to all parents/guardians, teachers, principals, community and school board members of the Lovington School District. 

 

V.                 MEETINGS.  A meeting in August or early September is necessary to install any new officers, discuss fundraisers, and possible purchase goals to be done for the year.  All other meetings will be held on the last Monday of each month to prepare for activities and fundraisers.  Upcoming meetings will be announced through a note sent home or through the PTCO newsletter and website as well as through the school calendar.  Regarding voting on issues, 2/3 members in attendance shall constitute a majority—at least 1 officer must be present to conduct business.  “Robert’s Rules of Order” shall be used for all matters not specifically covered by these by laws. 

 

VI.              OFFICERS.  There shall be a President, Vice President, and Secretary. 

 

·         The President will preside over meetings, oversee committees, follow-up on meeting discussion and check financials. 

·         Vice President:  Assumes duties of President in her absence.  Assists in the oversight of committees and follow-up of meeting discussion. 

·         Secretary:  Takes meeting minutes.  Supplies copy of minutes to officers.  Assists in the follow-up on meeting discussion.

·         Treasurer:  The Treasurer is the District.  Handled by the LGS secretary, Mrs. Wildman, who will keep track of expenses and deposits and will provide an officer with the financials before each meeting.  Mrs. Wildman will also alert an officer to any requests for reimbursement that are not previously approved.
